A Freedom of Information Act (FOIA) request was submitted to Jefferson State Community College concerning the enrollment and scholarship details of Chinese national students on May 16, 2025. As part of our commitment at Jefferson Reporter to deliver comprehensive and accurate news coverage on local governmental affairs, we have sought access to specific records under the Alabama Open Records Law § 36-12-40 et seq.
The request seeks documents or lists detailing all current students who are Chinese nationals, along with their respective departments of study. In cases where student names are protected, we have asked for a total count of such students broken down by department. Additionally, we have requested information about scholarships received by these students, including the amount and source of each scholarship.
Furthermore, we are interested in identifying recipients of scholarships affiliated with the Chinese Scholarship Council. If this information overlaps with previously requested data, we have asked for clarification on which scholarships fulfill this requirement.
Our inquiry also extends to policies or procedures implemented by the university to monitor students, including Chinese nationals, in order to safeguard the institution’s intellectual property and other confidential information.
This request is made not only on behalf of Jefferson Reporter but also in collaboration with The Coalition Opposing Governmental Secrecy. Our mission is to ensure transparency and accountability within public institutions by leveraging Freedom of Information and Sunshine Laws. Access to these records is crucial for us as media professionals dedicated to informing the public and holding government entities accountable.
